In a significant step toward enhancing community collaboration, Vice Chancellor Prof. Pauline Byakika-Kibwika recently embarked on a familiarization tour in Mbarara City. She paid a courtesy call to the District Police Commander (DPC) of Mbarara, the Resident City Commissioner (RCC), and the Commander of the 2nd Division of the UPDF Army. The visit aimed to build rapport and discuss future partnerships for the betterment of the nation. She toured with the University communications officer in charger of Public Relations Ms. Angella Nakato Muyingo and the P/S Sharon Kanshemeire

A Warm Welcome at the RCC’s Office

The visit commenced at the office of the RCC, Madam Catherine Hellen Kamwiine, who expressed her gratitude for Prof. Byakika’s humility in visiting her. During their meeting, the Vice Chancellor shared insights about Mbarara University of Science and Technology (MUST) and emphasized the importance of collaboration with the RCC’s office.
“We wish to work with you, especially in the Faculty of Interdisciplinary Studies, where our students focus on community development and transformation,” Prof. Byakika stated. “All our students study a development studies course, giving them insights into the real world outside their professions, and we are eager to engage them in government programs for sensitization and implementation.”
The RCC was thrilled to hear about these initiatives and pledged to involve the commercial officer, the head of the PDM project, the town clerk, and other leaders working in the community in future collaborations. The RCC pointed out that community engagement changes the mentality of students, encouraging them to think outside the box. “Every graduate thinks they should sit in an office, even those in agriculture. That mindset changes when a student engages with the community; they tend to see opportunities. Thank you for the community engagement aspect in your training.”
She also highlighted changing trends in all spheres of economic growth and development, citing home tourism, where tourists stay with local families to experience the real-life culture of a particular community.
She congratulated Prof. Byakika on her new role and offered her full support.
Engaging with the DPC
Next, Prof. Byakika visited the DPC’s office, where ASP Gad Murungi received her with enthusiasm. They discussed strategies for enhancing safety and security within the community, particularly concerning students. “We have had to learn the ‘language’ of the students just to ensure they are in line. This generation needs to be handled with a lot of tactics,” said ASP Murungi.
He acknowledged the existing partnership between MUST and the UPF, facilitated by the university’s head of security, Mr. John Innocent Muhereza. Gad raised some concerns that the Vice Chancellor committed to addressing promptly, with the backing of the university’s top management.

The visit concluded at the office of Brig. Gen. Paul Muhunguzi, the 2nd Division Commander of the UPDF, who expressed appreciation for Prof. Byakika’s proactive approach. They discussed various programs and opportunities for mentorship, recruitment, and internships, as well as the importance of training staff and students in safety skills. Brig. Gen. Muhunguzi highlighted the need for practical training in firearms safety, pointing out the importance of training in gun assembly and firing drills, stating that everyone needs these skills for personal protection. He also mentioned “Mukyakamukyaka,” which caters for our wellness.
“Our role is to protect communities and support local initiatives when called upon. We need to change the perception of our uniforms causing anxiety and fear among people. Working with you will change people’s perception about us, and being a university, information disseminates far and wide.”
He emphasized the importance of discipline and vocational training, urging collaboration to equip the next generation with essential life skills beyond academic excellence. “You can invite us to give talks and lectures on life skills; the army teaches you to be the best you can be.”
A Commitment to Collaboration
Prof. Byakika welcomed these ideas and promised to initiate discussions with students and implement safety training programs. The visit demonstrated her commitment to strengthening community ties and fostering collaboration for the greater good.
As the Vice Chancellor departed, Brig. Gen. Muhunguzi wished her the best of luck in her endeavors, marking a promising start to a collaborative journey between MUST and the local community.
