A delegation from Mbarara University of Science and Technology (MUST), led by Vice Chancellor Prof. Pauline Byakika-Kibwika met with Hon. Thomas Tayebwa, the Right Honorable Deputy Speaker of Parliament of Uganda. The team, consisting of eight key figures from the university, sought urgent parliamentary intervention to tackle critical challenges affecting the university’s mission.

Main issues addressed:
- Infrastructure Crisis: Current State: Crumbling infrastructure, particularly in the Faculty of Medicine, at risk of closure due to overcrowding and dilapidation. “We inherited outdated facilities and have not received the necessary seed capital for expansion,” stated Prof. Byakika-Kibiwika. She also pointed out the increasing numbers of students in relation to the available infrastructure (Laboratories, lecturer rooms Hostels, and office space)
- Financial Constraints: Funding Issues: Non-wage recurrent operational funding of UGX 8.181 billion is only 53.5% of the total recurrent budget. Available Funds: After fixed costs, approximately UGX 7 billion remains for essential operations.
- Staffing Shortages: Current Staffing Levels: Academic staff at only 25%, with only five Professors and ten Associate Professors Impact: Severe staffing shortages affect training quality and research capabilities.
- Additional Concerns: Issues related to harmonization, promotions, student living-out allowances, and a need for UGX 65 billion in seed capital for infrastructure development.
Deputy Speaker’s Response:
Hon. Thomas Tayebwa listened attentively, offering insightful wisdom and pledging his support. He acknowledged the gravity of the challenges faced by MUST and urged the delegation to formally submit their concerns in writing, accompanied by supporting documentation. He assured them that he would present their case to the relevant parliamentary bodies.
“Your university plays a vital role in our nation’s development,” Hon. Tayebwa stated. “It is imperative that we address these challenges to ensure that MUST can continue to produce highly skilled graduates and contribute to scientific advancement.”Hon Tayebwa also asked the MUST delegation to present there research agenda focusing on the type of research and its impact to communities.
The meeting concluded with a renewed sense of hope and determination. The MUST delegation expressed their gratitude to the Deputy Speaker for his understanding and commitment to addressing their concerns. They are now preparing the necessary documentation to formally present their case, confident that their plea for urgent parliamentary intervention will lead to positive change. The university, a beacon of science and technology in Uganda, looks forward to a future where it can fully realize its potential and contribute to the nation’s progress.
