Partners - HIV/AIDS Policy

In 2004, Mbarara University  launched an HIV/AIDS institutional policy (MUST-HIP) covering all university staff and students.The policy activities received support from Sida(Sweden) through an existing collaboration between Lund University (Sweden) and MUST, the LUMUST project.

In the implementation, staff members are addressed in their personal as well as professional capacities. The University management has taken a stand and given support whenever affordable. 
The policy implementation is a collective responsibility to ensure greater impact. The staff are contributing in seminars, workshops and research.
Gender inequalities are at the heart of HIV transmission risks. MUST is in the process of developing a gender policy and develop a clear strategy to mitigate against gender inequalities. Gender dimensions are to be mainstreamed in all activities, while also being addressed in their own right.

Overall objective of the policy
To enhance the University’s capacity to develop safety measures, information management, preventive and control measures.


The policy aims at addressing:

  • Rights and responsibility of staff living/affected with HIV/AIDS.
  • Rights and responsibility of students living/affected with HIV/AIDS.
  • How to access preventive care, support services and education at the workplace.
  • The integration of HIV/AIDS issues into teaching and research.
  • Advocacy, networking and collaboration with other organizations.
  • To put in place HIV/AIDS sensitive procedures and practices in regard to:admissions,recruitment, promotion of safer practices and providing health care for affected staff.
  • To support the national efforts to develop and communicate HIV/AIDS prevention, care and advocacy messages in the neighbouring communities.
  • To develop linkages with the local and international community, government and non-governmental organisations.
